Canonical HWE Tools

Can the name of this project (unused) be named to "hwe-tools"

We'd like to re-purpose this project which was never really utilized in the way that we thought it would be and now use it for a different effort and would appreciate it if it could be renamed vs creating another project all together

Sorry to clarify, the request would be to rename from hwe-merge to hwe-tools
