Is it possible to suggest a bug to be targeted as a papercut?

I reported the following bug:

https://bugs.launchpad.net/ubuntu/+source/gnome-control-center/+bug/763165

against Unity and against gnome-control-center (it wasn't really clear to which of the two). I also tried to download the gnome-control-center package to see if I can fix it, but I have no GTK experience. All in all, it seems like it won't be a tough bug, but you just need someone with the right experience. So, can I suggest this bug as a papercut?

Hi SB, this bug is indeed a papercut, and I've marked it as such. Also, when reporting a bug against multiple projects, you don't need to file multiple reports, rather you can click the 'Also affects project' link beneath the list of projects and add a new one there. I've also invalidated the Unity report since gnome-control-center has always placed the monitor label in the upper left corner.

Can you help with this problem?
