Install directory error (must be local hard drive)

Receive an "Installation directory must be on a local hard drive." error on installation. Tried multiple directories on both of my hard drives, unblocked file in Windows properties folder, and ensured file isn't being blocked by AV.

Completed a windows update and rebooted, then installed no issues, not sure why...
