When CLI is not launching on Window OS

When you can not launch HTCaaS CLI on Window, check the java using CMD.
Menu -> (search) cmd -> click 'cmd.exe' -> put the following 'java -version' or 'javac'.
If the result is not normal message, you'd better set 'java properties' again.
