HPLIP

paper jam

When turning on the computer, the screen reads paper jam. I have checked all of the areas and there is nothing obstructing the printer. The printer is brand new and has never been used but it reads paper jam and I cannot clear it to print. Even with no paper in the printer, it reads paper jam. I have followed all of the suggestion from the help screen and still no success. It appears that maybe the wheel that should drop down is not dropping to pull the paper through.
