Offline RHEL 8 Machine Unsure of what to do next.

I've dowloaded hplip rpm packages on an offline RHEL 8 system and am unsure what to do next. According to the online documentation, my next step is to either run the program (and I don't know it's location) or create an executable file (once again, not sure where it is).
