install hplip-3.21.10.run get a error：configure: error: cannot find libcups support

I installed hplip-3.21.10.run using Ubuntu 18.04 with the following error：checking for cupsDoFileRequest in -lcups... no configure: error: cannot find libcups support. However, I installed cups-2.3.3op1 using the make and make install methods，And it work normally under my Ubuntu，But one of my USB HP printers suggested that there was no corresponding driver file，So I want to install hplip, but it has this error. What should I do next to install it correctly?
