Hp scanjet enterprise Flow N9120 fn2 is not able to scan using HPLIP.

It seems you want a USB connection. Please give

  lsusb -v | grep -A 3 bInterfaceClass.*7

I intended to recommend a non-HPLIP method. Your scanner understands
the IPP-over-USB protocol but this protocol is not supported on 16.04.

An alternative is to use an ethernet connection. This is supported on 16.04
and should work.

Any chance of using a later Ubuntu version or a network connection?

Same problem with Ubuntu 18.04.
Try to install on network but not working.

Ubuntu 18.04 should be good enough for what I have in mind.
It is better than 16.04. We will not be using hpaio.

Go to

  https://github.com/alexpevzner/sane-airscan

and move on to

  https://download.opensuse.org/repositries/home:/pzz/xUbuntu_18.04/amd64/

Download and install sane-airscan and ipp-usb. Connect the scanner
to a USB port and give what you get for

  scanimage -L

and

  airscan-discover
