hp3830 PRINTER WON'T CONNECT

I had trouble with good printing with HP 3830, and replaced several cartridges and attempting to get good alignment page, reset printer to manufacturer's settings, and realized I needed the print drivers. Down loaded up to date hplip 3-21.6 Installed new printer cartridges and got good alignment page. Loaded hplip 3.21.6 and NO GO on printing from old Gateway PC, running Ubuntu 18.04.
Loaded previous version hplip 3.19.11 and same results.

ERROR Messages: failed to read "ppd=/cups/officejet_3830.ppd.file" failed to load "carberra-gtk-module" no such file directory "/usr/lib/cups/filter/foomatic-rip-hlip"

The PC recognizes the HP 3830 with serial number and USB connection, BUT nothing happens on printing TEST Page or .docx file.

What have I missed in set up? Other Trouble shooting suggestions?

TBH, I do not fancy debugging HPLIP, printing and scanning. So here is a modern
method used on Ubunto 21.04.

Go to

  https://github.com/alexpevzner/sane-airscan

Note the support for your scanner and move on to

  https://download.opensuse.org/repositories/home:/pzz/xUbuntu_18.04/amd64/

Download and install ipp-usb and sane-airscan. Read

  https://wiki.debian.org/CUPSDriverlessPrinting

for what ipp-usb does. The technique also automatically gives you printing
when the device is plugged into USB.

I followed the following:

Ran hplip 3.19.11 several times to get to "pp build=yes" and followed to hp toolbox taking me to GUI debug app. Ran OK.

Printed OK: Test Page, 1 page .docx file, and color pdf file.

I continued to use the previous 3.19.11 program as the the Release Notes had No new info in the 3.21.6 program for the HP OfficeJet 3830 printer.
