What do you mean by "fails on step 3 with no errors". How do you know that it fails if it does not show an error?

Maybe you need some of the printer-driver-* packages (like printer-driver--cups)
see https://ubuntu-mate.community/t/hplip-missing-files/21782

I should have said, fails to "progress" to step 3. When I click next on step 2of3, it just sits there. It sees the printer but won't go to step 3.

This is disappointing if what this guy says is true. I really want to use scanning from my printer.

That's a clearly defined aim and one probably not hard to achieve when the device
is wireless connected.

Download and install sane-airscan from

  https://github.com/alexpevzner/sane-airscan

A direct link to the file you want is

  https://download.opensuse.org/repositories/home:/pzz/xUbuntu_20.04/amd64/

I would be very interested in what you get for

  scanimage -L

and

  airscan-discover

Thanks for your reply.
My printer is connected local via usb.
Do the downloads recommended apply to my situation as printer is connected local and not wifi?
Using "Show Applications" I have icon hp-uiscan. When accessing this icon I get error "no device connected". Button OK only option.

Maybe. Execute

  lsusb -v | grep -A4 bInterfaceClass.*7

and give the output.

Good. The device understands IPP-over-USB. See the appropriate
sections at

  https://wiki.debian.org/CUPSDriverlessPrinting

Return to where you got sane-airscan from and get ipp-usb.
Re-power and re-plug the 8710 before testing.

ipp-usb does not have to be compiled. Download ipp-usb_0.9.12+44.1_amd64.deb

from

  https://download.opensuse.org/repositories/home:/pzz/xUbuntu_20.04/amd64/

and just install it.

I can run hp-toolbox which shows printer queue and fax queue (fax not needed). However, this GUI shows "device communications error" under "Status" tab.

I've included a rather verbose output. The main error is:
error: Unable to communicate with device (code=12): hp:/usb/HP_OfficeJet_Pro_8710?serial=CN76KBT11Q
error: Device not found
error: Communication status: Failed

I have absolutely no interest in debugging HPLIP. Twice i have offered
you my advice. Twice you have neglected to follow it. I do not intend to
try thrice.

Cheers,

Brian.
