OS (UBUNTU 16.04) fails to find scanner on HP Officejet 3830 Series

Failure of system to find scanner of HP Officejet 3830 Series connected via wireless to my WIFI network EURONA_WIFI_0F7B. Have been using this setup for over two years with no problems.

Hi,

Can you please install plugin using below command:

$sh hplip-3.19.8-plugin.run

And try installing the scanner once again and let me know if you face any problems.

I am not having any success, and it would seem that I'm not alone. Printer responds, but slowly, to printing a Test Page but in B/W not colour, despite having a new tri-colour cartridge. Scanner still not detected.

I have backed up all data and installed a clean Ubuntu 16.04.
As before, the system reports 'scanner not found' and the printer fails to print from any application. it will print a Test Page and in colour, but it takes over 30 mins to do so. It does print its own data, eg Network Configuration Page.

Printer is on same wireless network as all other devices including this laptop but It won't print from any of our Android devices either.

This new 16.04 installation has only the 'bare essentials', can I have a little help to diagnose and hopefully cure this?

To check whether network is at fault I connected a different Officejet 3830 by cable but this produced exactly the same results.

In desperation I will now try installing Windows to try to aid the detective process.
