Add a hplip CUPS Printer using the command line

I have installed Cups and hplip in my Ubuntu system. I am not able to install the cups-bsd -client and -common packages because they are not in the repository I have available. I think those packages provide the ability to use the web interface at port 631 to Add a Printer. Is there a way to use only the command line to Add the Printer. It is a USB connection. The printer is a model M281fdw.
