SourceForge page with NO INSTRUCTIONS

The HPLIP page:

that links to the SourceForge page to download the HP (Printers software in my case Debian) at

https://sourceforge.net/projects/hplip/files/hplip/3.19.6/hplip-3.19.6.run/download?use_mirror=nchc

fails to show where to easily find what to do with the downloaded file.
