HP-Doctor says No plugins are configured 18.04 3.19.1

Have absolutely exhausted every method to get HPLIP to recognise a Laserjet CP1025

It will ping the printer on 10.1.1.101 but hp-makeuri won't detect the printer. Network router can see the printer as an ethernet device and returns address and Hostname. But entering these in the hp-setup gui do not succeed.

I found something interesting. Apparently only 3.17.10 is installed.
