Deskjet F2480 PPD missing

In the supported printers page in HPLIP website, HP Deskjet F2480 is fully supported, back when 3.9.x was released.
I've installed version 3.17.10 and the PPD file for it is missing and cannot find any downloadable link.

How can I possibly install my printer on my machine? Have any of you successfully installed this printer on your system?

UPDATE: tried installing 3.18.x but ot no avail. Cannot find cups-devel package on apt.
