black ink not drying

HP Envy 5544 using Linux Mint 18.3
When printing on any kind of glossy paper the black ink dusts or does not dry i.e. it comes off the finished photo print
This does not happen with ordinary paper
I am using CUPS and hpcups 3.18.3.
Other drivers fail as well
What can be done?

I had a similar problem with a Brother printer previously so I changed printers with similar results.
I think that the problem is probably within the linux driver on photo and best quality with glossy inkjet or photo papers.
It appears that there is too much black applied.
Could it be that there is a duplication of black i.e. one layer from the colour jets and another from the black jet?
Maybe there is a work-round that would work.
I have tried several combinations of print set-up but with either poor quality prints or dusting black.
What do you think?

Hi Just to reinforce my last comment/request
I had the same problem with a previous HP Envy printer
so
I think that it almost certainly a software issue

I cannot see anyone else reporting this
Am I jinxed
or
from the silence
is it something no one wants to talk about?
