printer does not print anything

My printer does not print or copy anything. Only blank paper comes out. I went through advised routines which stated that the printer was working fine but it was not. I checked the connections and now the power button is flashing green light, will not turn off and the display says "shutting down". I also put in a new black ink cartridge (HP). It is an HP Officejet 4620 series printer.
