Plugin download fails due to no site available

Hi

I've just tried to update hplip on my Ubuntu 16.04. After installing and connecting LaserJet 1020 printer the installer tried to install a binary plugin, but failed. See the output below

HP Linux Imaging and Printing System (ver. 3.17.6)
Plugin Download and Install Utility ver. 2.1

Hello All,

Same issue here with 3.17.6 installing HP LaserJet Professional p1102w. It was possible for me to install this printer model using the download directly from http://hplipopensource.com and using the manual installation method. HP Device Manager still prompted for the proprietary driver. I overcame this issue by skipping the hp-plugin setup portion of the installation. This allowed hp-setup to complete setting up the printer without the proprietary plugin. This resulted in the Foomatic (foo2zjs-z2) driver to be assigned to this device. To setup the printer as a WiFi network printer I followed the suggested steps using the USB method. After installation via hp-setup USB method, I followed instructions to go to CLI and enter: '$hp-setup 192.168.xxx.xxx' for the network printer and was given the same errors regarding the proprietary plugin. I copied the information in the URI field, exited hp-setup and manually added the printer through 'Printers' desktop utility. I selected Printers > Add > Network Printer > Find Network Printer. In host field I added the IP address from the URI field in hp-setup and the list populated. Then I accessed the CUPS web interface and modified the printer installation so it would use the Foomatic driver. Both printers work fine. If I remember correctly HPLIP used to present the option to use the proprietary plugin, or foo2zjs-z2 driver instead, which is missing from this version. In previous versions I never had this issue in the GUI or CLI.
