Request for patch to disable hp-upgrade

I understand from some sources (example: https://www.vulnerabilitycenter.com/#!vul=42581) that a patch is available to disable the hp-upgrade executable. We have a need to do this for our hplip implementation, which is using release 3.16.5 on RHEL 7.3. How can we request the patch to disable this?
