Download the latest hplip-3.16.11.run file from http://hplipopensource.com/hplip-web/gethplip.html.
Run command 'sh hplip-3.16.11.run' in terminal to install the package.

After install, run command 'hp-setup' in terminal to configure the printer.

Thanks Kritika for taking your time to help me out. Unfortunately HPLIP did not solve my problem. Meaning the installation stuck at 'No Device Found' even when the device was being detected via lsusb command. I even tried manually feeding the device id into the installation dialogue (GUI method). But no luck again.

However I resolved the issue another way. I simply installed my HP ScanJet Professional 3000 on a guest Windows operating system on VMWare! I was a little sceptic of this solution but it worked like a charm. After using the scanner successfully to scan multiple documents I confirm that this workaround works. But I am obviously not very happy using this workaround because I would really like use the scanner directly from Ubuntu. Let's hope somebody like you at the HPLIP grants me a favour.
