hplip-3.16.11 build under Ubuntu 16.10

Trying to update hp printer software under Ubuntu 16.10, hp software is hplip-3.16.11. My previous build of this software was hplip-3.16.5 under Ubuntu 16.04. I followed the procedure as outlined in the hplip web page, which I did for the 3.16.5 build. When I ran hp-setup after download, config and make setups for the 3.16.11 software, the software build was for the previous build, namely 3.16.5. The update did not seem to have worked. I ran hp-check to double check and it was the 3.16.5 build not the newer version 3.16.11.

I have the output from the config, make and hp-check , if required.

Any idea why the build did not function?
