No system tray detected on this system.On Desktop Ubuntu no terminal

Computer: Dell Inspiron 1720/O.S: Ubuntu 16.04& Windows Vista

At start instead of Ubuntu appears Libuntu.???
After"Enter"appears the usual Desktop of Ubuntu, but without any icons,included the left-vertical column.Instead of the spear-shaped pointer there is a plus sign(+) than can be controlled by mouse. No reaction to the keyboard.
I would appreciate to have an explanation and help to recover, if possible, from this situation.
