Non-free plugin; is it code that runs on my computer and can I download it for install without a network connection

I have an HP Laserjet P1505. I want to use it with HPLIP but when I go to set up the device it prompts for permission to install a proprietary plug-in. Is this plugin only the firmware or would there be non-free code running on my workstation? I don't want that.

Also, I want to be able to store the firmware offline and to be able to reinstall it even if I don't have a network connection (e.g. due to an outage) or really slow one (e.g. I move a few miles into the countryside around here and only have dialup). Is this possible?

The plugin is optional for the LaserJet P1505. The plugin does provide some additional features and printing speed increase. However you don't "have" to have it.

The plugins are not open source.
