Unresolvable issue: hplip 3.12.11 upgrade in Kubuntu 12.10

Problem: Attempt to upgrade from hplip 3.12.8 to hplip 3.12.11 in Kubuntu 12.10 fails at Step 2 (of instructions on HP website for installation to Ubuntu machines). Relevant section of error outout in Konsole is as below. Installation is stopped at this point:

Attempts to force removal of libjpeg62-dev result in message that file is not installed.

Hi,

Can you remove conflicting packages from the package manager and then follow following things.
=> Download and install the latest HPLIP release from
http://hplipopensource.com/hplip-web/install/install/index.html (automatic installer) or
http://hplipopensource.com/hplip-web/install/manual/index.html (manual installation, if automatic installer does not work)

=> run "hp-check --fix" command in the terminal if manual installation is done

=> Reconfigure print queue with the commands in the terminal mentioned below.
       => system-config-printer (remove all print queues)
      => su -c "hp-plugin"
             or
      => sudo hp-plugin (This will download right plugin)
       => hp-setup (It should not be run in a root mode. This command is adding print queue, make sure you select ppd name having "-ps" or "hpcups" substring)
=>Try printing now.

If problem does not get solved then please run following command to capture the logs and send the logs.

$su -c "hp-logcapture"

=>Document used for printing.

=>Scaned copy of printed document.

**Please use "Create a bug report" to attach the logs as "Ask a Question" does not provide the file attachment option

ISSUE RESOLVED

Thank you for the assistance. I was afraid to remove any more packages than the ones I already had and was worried I was removing other services bit-by-bit. However, by removing _ALL_ offending packages I see that they were either restored or upgraded during hplip install.

After upgrading, my printer began issuing "Error 0xc19a0007" messages, which have also been resolved, thanks to information found in HP's online help section. Unfortunately, resolution came at the cost of having to replace all of the ink cartridges with new ones after first cleaning the ink cartridge carrier.
