Apologies, I hadn't seen that you were connected by USB. LP #1817214 doesn't apply then.

I do not know what the problem is.

  scanimage -d hpaio:/usb/HP_LaserJet_MFP_M28-M31?serial=VNC3B92743 > image.pnm

should work.
