Translating a category file.

I'm translating the HomeBank categories file to Dutch.
Are these categories set to a specific location in the table in the file or is there room for adding locally relevant categories?

For example, water and sewer are generally two different payments here, can I just split those in two categories?

Manage>Catagories.../Add/Edit/Merge/Delete
