wish: true annual budget option

At the moment budgeting for all items is monthly. But in real life, a number of categories are yearly expenses, e.g. school fees (paid once a year, property taxes, etc).
I would like to be able to assign true annual budget to categories.
Which means that when I am doing a budget report, it should show in the budget column the true remaining annual budget, rather than a calculated amount, depending on the number of months selected in the budget report.
The workaround of entering the annual budget in the last month of the year does not work as the budget report will say there is no budget for any period shorter than 12 months.
