monthly fixed direct debit

I have set up a liability account for a utility which is billed quarterly (every 3 months) but is paid by monthly fixed amount direct debits. i.e. the quarterly bill creates the liability and the direct debit payments reduce it.
how do I set up the transfer from the cheque/current bank account to the liability account
