"Other" date range unavailable

When I go to Edit -> preferences -> Date range; the "Other" option is greyed out.
This is important to me because I budget from the 25th to the 24th and not calendar months.

'other' is used when you do select custom date, not as a pref
try to change change fiscal year to start on 25th
