Split transaction and Windows 8.1

Q1. Why did download grab 4.3 this past week when 5.0 is available? Did something go terribly wrong with the download? Why didn't it see 5.0?
Q2. Unable to launch split dialog, using up & down arrow only changes the amount, using +/- only changes it between income or expense. I have no split icon as mentioned in previous FAQ answers. Transaction menu does not have a split function. Transaction window (add or edit) does not allow adding multiple categories. Any of these would be a good solution. You could also try adding a right-click Transaction screen context item to add a split.
