I cannot open the manual or help file because it is locked. I cannot open the copy of the read-only file.

I want to access either the manual or the Help file on HomeBank. It makes no difference if I click on the read-only file, or on the copy of the read-only file. I am using Libre Office, and I get an empty text page.

Sorry, but I don't understand why you want to read an html file with libreoffice.
At last libreoffice writer may be used to edit an html file, not to read it, it is not a web browser.
