Is the HBCI protocol supported, or are there plans to support it?

In Germany, at least, pretty much all banks use the standard HBCI interface for client software.

Are there plans to integrate support for this protocol in HomeBank?

It is not implented. GnuCash uses libaqbanking from http://www.aqbanking.de/ for that. There is also a Java alternative http://www.willuhn.de/products/hibiscus/ for HBCI banking. I don't know if there are plans to implent it here, but I guess not. Maybe this could be added via plugin by a third party contributer.
