need to block outgoing application(s)

I am trying to be able to lock my pc's firewall ( using administrator privileges) so that no outgoing mesages to the internet are allowed. this situation should be removeable by my unlocking the firewall. All i can find in Gufw are ways to block incoming traffic.
Is it possible to do what I want?
