Not Logging Firewall Rejections

GUFW is not logging all firewall activities. It is logging firewall status changes. GUFW is operational as it rejects my network scanner when turned on.

I want to create a rule for the scanner. Usually I get this information (activity rejection) from the log then create a rule. Having this logging problem on three machines.

Profile: Home
Status: On
Incoming: Reject or Deny
Outgoing: Allow
Logging: High
Logging Gufw activity is turned on

I have removed and reinstalled Gufw twice. Dependencies missing?

Using: Ubunti 16.04 (log not working)
Coming from: Mint KDE 14.04 (where it worked)
