Connection Refused in Carbon Cache Console Log

I am running a Centos 7 installation using PIP, Carbon is running 1.0.0

All three components are running in the same machine and a cassandra metric reporter is sending data directly to the graphite (simple setup, only running carbon-cache.py

My console log are populated with the messages below :

From what i read this is a bug solved in 0.9.15 (?) can someone kindly point me on a solution? thanks.
