What is the upper bound in number of datapoints that can be visualized fast?

the performance is dependent on your system. you should try and see.
i don't think graphite supports csv data, unless you import it into graphite (which you could do with a simple script)
or you can also look at graphite-ng, which has less features (less functions, needs a javascript visualiser) but does support reading from text files.
