Possible to always display time in 24h format in graph?

Currently sometimes the graph shows times in the 24h format and sometimes in the 12-hour clock format. See https://github.com/graphite-project/graphite-web/blob/master/webapp/graphite/render/glyph.py.

There are two points here:
* it is not consistent
* there are people which are more familiar with the 24h format some are more familiar with the 12-hour format

It is possible to configure this somehow?

P.S.:
  A related issue (https://bugs.launchpad.net/graphite/+bug/1005924) got closed with "won't fix".

It was closed as "won't fix" because it was migrated to guthub along with all other issues.

Thank for clarification why the issue is closed.

Still it appears that it is not possible to change the time format.

Would a patch/pull-request be is acceptable which uses always the 24h format? Or should the current behavior be preserved with some config option?
