You can manually enter a new category in any recipe's "Category" field which will then become available in the drop-down for all recipes, but there isn't currently any way to rename or delete categories. (You could do that by directly editing the database by using e.g. sqliteman under Linux, but be careful to not mess up your database - i.e. for example, make sure no recipe uses a category you want to delete!)
