"Double" encoding of HTML entities?

For SBB metadata it is a common problem that in some spot during the production process a "double" encoding of HTML entities takes place. It seems that it happens at the stage where data are being imported from the catalogue system.

What I mean is that if there is any HTML entity within these data, the ampersand which is part of the entity gets transformed into an entity also:

& ---> &

I didn't want to file a bug because we're still using quite an older release of Goobi.Production at the moment. So, is this a known problem? Does it still occur in 1.8.5?

Yes, it's a known problem.
Yes, this behavior still occurs in the merged code base (future 1.10.0).
