You can install version 0.2.3 like every other application that is included in Ubuntu:
either through a package installer like synaptic or via 'sudo apt-get install gnome-color-chooser'.

If you want to install the latest version (currently 0.2.5), you either have to upgrade to Ubuntu 9.04 or you can use my PPA: https://launchpad.net/~jackthedipper/+archive/ppa
