What is JAX-RS Runtime?

I have been reading the JAX-RS specification (JSR311) Version 1.1. It talks about the JAX-RS runtime? Is "JAX-RS runtime" a standard term? If so, where is it defined? If not, would someone explain it to me?

By the way, we have a JAX-RS web application deplyed within the Apache Tomcat srvlet container that is part of the Apache Web server.
