How can I repair my printing protocol in Applications and also in System?

Ican't access the printer fromUbuntu 9.04. It worked well for several weeks. Apparently the toner needed replacing. I keep getting an error message from the printing file in the System menu: Could not launch Printing. Failed to execute child process "system-configuration-printer" (no such file or directory). There is a close butt.on at the bottom of that screen. Ubuntu how do I get my printer back in service? Also, when I try to log on to the printer Ubuntu tells me that I have made too many failed attempts. Please help.

Thanks for responding. I'm new to launchpad and saw the Get You Support button. I thought that was where one is to go to get assistance with issues like my printer problems. If I caused you some disturbances I hope you can steer me to the correct sources.
