Spanish punctuation

Hello,
Please tell me if there is a way to use the tilde above the letter n, the accents, the inverted question mark, etc, that are used in the spanish language.

When using Linux (99% of the time) US International keyboard does the trick. Pressing alt + letter gives you tildes and accents. Alt + ? gives you ¿
I guess Windows has a similar approach.
