Hi,
in the "Projects" menu you manage the currently active Project. If the active document does not belong to a project, then the action is not performed.

If you don't have added any project yet, you should first open the settings dialog of the plugin, select the projects folder and click the "Search now"-Button. After that you can add or remove project folders over the context menu in the side panel.

I hope this helps. If not, don't hesitate to ask again.

thank you very much.
I think that this link "https://launchpad.net/gedit-projects" has a little ambiguity.

An additional note:
The context menu of the side panel has an item "Add folder", which allows you to manually insert a single directory, but that does not work if the project list is empty. This is a bug and will be fixed in the next release.
