Export Control Classification of GCC ARM Embedded in EU and US?

Dear Developers,

 does GCC ARM Embedded have an ECCN number or is it classified as EAR99? Does any export classification apply for the EU or the US?

It is adviced to be classified as 3D991, which is not export controlled. However, it is high recommended to seek advice from your export control export.
