Unfortunately, needed information are gone from the CTAN mirrors. This renders the tool unusable until I can update it for TeXLive 2009 (and that still needs to enter Portage). Meanwhile I hard masked it in the tree.

This can be fixed with historic releases archived at ftp://tug.org/historic/systems/texlive/2008/tlnet/, which I just did.
