Fuel primary-openstack-controller

I am trying to install Openstack Ocata on my local machine using Virtualbox VM's and Fuel.

I am using fuel-community-11.0.iso

I am using Mirantis Openstack Fuel scripts (https://github.com/openstack/fuel-virtualbox)
an launching the vm's with the launch.sh shell script in Cygwin (Windows 10 as host)

I am able to launch all instances and install fuel on my master node.

I am able to discover nodes in the fuel UI.

I am able to provision each node (1 controller, 1 compute and 1 storage)

When i am trying to deploy the openstack pages to the controller, the process always
hangs on "primary-openstack-controller" after an hour or so.
I have tried this several times now, and the problem persists.

This is the error showing in the Fuel UI:

Graph execution failed with error: 'All nodes are finished. Failed tasks: Task[primary-openstack-controller/8] Stopping the deployment process!'.Please check deployment history for more details.

This is the error in /var/log/astute/astute.log:

2018-06-05 04:37:22 ERROR [1146] Node 8, task primary-openstack-controller, manifest /etc/puppet/modules/openstack_tasks/examples/openstack-controller/openstack-controller.pp, status: stopped
2018-06-05 04:37:22 INFO [1146] Retrying to run puppet for following error nodes: 8

I don't understand what is the root cause of this issue.

I am able to get internet access from all nodes and able to ping the master node from all slaves.
The master is able to ping all slaves also.

Are there any additional log files that I could check in order to resolve this issue?
