dashboard cannot login vm's console

After deployed openstack with fuel successfully. I create a vm . But in dashboard ,i cannot login the console .
get inflator.js from https://github.com/openstack/deb-novnc/blob/master/include/inflator.js
and add it to /usr/share/novnc/include of all controllers . It still not work: "Unable to create RFB client -- ReferenceError: inflator is not defined"
something else needs to do ?
