We discovered this same issue using Fuel - we were able to get around this (after a lot of trial and error) by running apt-get remove systemd on the nodes and ran fuel from the command line of the fuel server - it finished the install without a problem. Still, frustrating.

Do you know why that was causing a problem? Currently also experiencing this issue.
