Liberty to MItaka upgrade using Fuel9.1

Hello,
don't know if this is a bug or i'm doing something wrong.
Fuel master node upgraded properly from 8.0 to 9.1 latests, backups restored properly,
provisioning Mitaka environments works OK.

Updating Liberty environmet to mitaka hangs on first controller node provisioning (Installing Ubuntu 0%) forever

steps to reproduce:

fuel2 release clone -f value -c id 1 4
octane upgrade-env 1 6
octane upgrade-node --isolated 2 1
2016-10-11 13:25:53 INFO octane.util.subprocess fuel2[3095] stdout: Nodes [1] successfully relocated to the environment 2.
2016-10-11 13:25:53 INFO octane.util.subprocess Process fuel2 finished with return value 0
2016-10-11 13:25:53 INFO octane.util.env Nodes provision started. Please wait...

this is last evet, than octane times out becasue node never gets into provisioned state
actually nothing happens on node 1 at all

astute.log shows
2016-10-25 22:39:51 DEBUG [1061] Process message from worker queue:
[nil]

tryied few times this procedure, always with the same result

please advise if this suposed to be a bug, or wrong upgrade procedure.
